Why does yahoo not work?

I used the format from MS office to configure my yahoo account for outlook
and my account still does not work. Could someone help me out on this one?
 
Are you using a paid Yahoo! account outside of the UK? If not, POP3 access
is denied.

"format from MS office". What does that mean?

Did you follow Yahoo's instructions from their web site to access their
mail servers? Do you actually have a PAID Yahoo Mail account so you
have permission to use their POP3 and SMTP mail hosts? For the freebie
Yahoo Mail accounts, all you get is access using their webmail pages.
Is Yahoo the e-mail provider for your ISP, like for SBC, or are you
using their e-mail service separately of the mail services provided by
your ISP? If your ISP is using Yahoo to provide their e-mail services,
you should be calling the tech support at your ISP for help.

"does not work" doesn't say anything specific for anyone else to
understand. What does it mean? How do you know the account does not
work? Get any error messages?
