Why does text move around when typing in created form fields?

I've created a word document with form fields to be completed by others in
word. After the form is locked, when we type information in the form fields,
the surrounding text moves all over the page. How can we stop the movement
of surrounding text when entering text into the form fields?
 
Most users put their form fields in tables with exact row height and
preferred column width (and the table set not to adjust automatically).
