The error is actually Ribbon_GetDCVisible error (you had an extra V in there).
I'm going to assume this is Outlook 2007, please correct me if I'm wrong.
Open Outlook in safe mode (Start > Run > outlook.exe /safe). Does the
behaviour continue? If not, one of your Add Ins is the culprit. Disable them
all, then add them back one at a time, testing inbetween until you find out
which one it is.
Do you also have Microsoft Access installed? Are you running it at the same
time? Disable the "Microsoft Access Outlook Add-in for Data Collection and
Publishing" com addin. See if that makes any difference.
