Why does Outlook 2003 show offline?

Deselect File-> Work Offline

-Create an Office 2003 CD slipstreamed with Service Pack 1
 
I have noticed that many responses to this issue simply say to deselect Work
Offline. I am also experiencing this problem. I can also deselct Work
Offline, but the next time I open Outlook it defaults back to Work Offline.
I have gone through the help menus and looked through all the options.
Outlook is currently set to automatically detect connection state. I have
also tried setting it to manual and choosing work online, but that doesnt
seem to work.

any ideas?

Im also have the same problem with a laptop I support. Any ideas,
suggestions, etc. would be wicked cool.
