Why does my "reply using a specific template" rule only run once?

I need a rule that will reply to every email I recieve automatically using a
specific template.

I can setup the rule and it will run the first time I get an email, but
after that it doesn't run.
I tried using "Run Rule Now" and it doesn't run.

I have an email address (e-mail address removed) that applicants will use to send
me their resumes. I want to automatically send them a reply saying I
received their resume.

Why does this rule only run once?
How can I get this to work the way I need?

it should work once for every sender - that's how autoreply works to avoid
mail loops. So as long as each From address is different, it should work.

Does it go to it's own mailbox or is it forwarded to your mailbox?

A local rule will only fire once per address. Serverbased rules (when
connected to Exchange) reply to every mail. Since this can cause endless
mailloops automatic replying to the Internet is turned of by default on
Exchange;

The email is going straight to the user.

Does it only reply once per user "ever" or is it per day?

We're using this to automatically reply to resumes that are sent in. It
could be that an applicant would apply more then once in their life time.

Rules are once until outlook is restarted. Out of Office assistance is once
until it's disabled and reenabled.

The local rule will reply only once per sessions; meaning once you restart
Outlook it will reply again to senders who have posted before.
The serverbased rule will always reply.

a 3rd party rules app will usually reply to an address more than once...
