Why does my empty InBox show up as having 7.8 MB of data?

I've emptied my InBox of all messages and subfolders, yet it still registers
as having 7.8 MB of data (under Folder Size). This is an issue as my company
imposes a 25 MB limit and I hate to lose 8 MB to nothing.

I've tried Office Update, Detect and Repair, rebooting, etc. all to no
avail. Is this a server issue? How do I fix it?

Have you compacted your folders?
 
No, I've never compacted my folders.

Is this in a PST or an Exchange mailbox? If the former, did you compact the
PST after removing the items?

No, I've never compacted my folders.
What type of account are we talking about here? If it's a POP3 account, you
need to compact your folders. That will VASTLY reduce the size of your
folders, if you've never done it.
