Why does "&gt" appear at the beginning of every line?

"&gt" and "&amp" appear at the beginning of every line when i get a return
email from one specific person.
 
those are html codes - for some reason, it's not arriving as html. what
email program do they use?

"&gt" is HTML for the greater-than sign ">" and "&amp" is HTML for the
ampersand "&". I can almost understand why you might see "&gt" at the
beginning. It looks like it might be the quoting of a prior message, like
I've quoted yours above.
