Why does COPY folder take so long?

I like to do an exact copy of my Favorites folder to a floppy disk every
couple of months. I have some special icons that disappear if I just use
export..
The Favorites folder is 280kb with 18+ folders inside.
Why does it take 23 minutes to copy when a jpg the same size or larger will
copy in a few seconds?

Because of the large number of files being copied. Alternative would
be to put favourites in a zip file on your hard disk then copy that
file to a floppy disk.
