I see the "send/receive" downloading my messages but they do not always
appear in my inbox. I have checked the receive all option. I can't figure it
out. Help.

where are they going? do you have a spam filter enabled or are you using
rules?

Just because you hit send/receive all and it looks like it's doing
something, doesn't mean you have any incoming mail. Have you tried sending
yourself a test message or having someone send a message to you, or even
sending message to yourself from your Outlook account? Try looking at your
rules, see if you have your messages going somewhere. Also check to see if
you accidently turned on a filter. But first make sure someone's actually
sending you an email. Good Luck.
