WHY DO MESSAGES IN MY OUTBOX NOT SEND

My email sometimes arrives at the recipient, but remains in my outbox.
Sometimes it doesn't arrive at the recipient and still remains in the outbox.
Below are some of the error messages.
Task 'etuttle.net - Sending' reported error (0x8004210B) : 'The operation
timed out waiting . . .
Task 'etuttle.net - Sending' reported error (0x8004210B) : 'The operation
timed out waiting for a response from the sending (SMTP) server. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).'
 
it's an issue communicating with your service provider's server. Try
increasing the server timeout, possibly remove and re-add the account and
ensure all settings are as required.

In addition to increasing the timeout, as BillR suggests, if you have a
program scanning your outgoing mail (for viruses, for example), disable that
program.
