Why do I get an error when I enable my proxy?

Good day,

I created an ASP project and it worked fine. When I
specified a proxy and opened my ASP project, an error occurs: Unable
to get the project file from the Web Server .... The two need to map
to the same server location. HTTP Error 503: Service Unavailable.

Does my proxy restrict me from using ASP? Im using windows 2000.
