Why can't I switch profiles without closing Outlook?

It seems inefficient to need to close and reopen the application just to
change accounts and .pst files.
 
Because a lot is involved in shutting down and initializing accounts and
data stores.

Why not just have multiple accounts in a single profile, and a rule to put
mail to each account into different folder?
 
what if like me you travel between various sites and therefore attach to a
number of exchange boxes on diffferent domains?

Well, you have to close Outlook when you turn your laptop off to move, so
when you get to the new place and start Outlook, choose the profile for that
site. You only have to choose it once per execution. Certainly you don't
perform company A's work when you're at company B, so seeing company A's
messages at company B isn't a requirement.
