Why can't I send my e-mails? The wind up unsent in outlook.

After seeing this issue posted lately numerous times I decided to try and
replicate it. After about 6 hrs I was able to with a few Office uninstalls
and re-installs because of SP1. Here is what I found. I used 3 systems .
(1) W2K3 Sever RC2 (2)W2K Pro SP4 (3) Win XP Pro SP2 . The W.XP Pro is my
Beta testing OS.
All 3 have Off 2003 installed with SP1. On all 3 I was able to replicate
this issue.
A person receives an email. If that email is answered from the Inbox with
the Reply command the email goes straight out.If the person receives an
email and puts it in a subfolder that HE HAS CREATED and answers using the
reply command BEFORE he closes Outlook the reply email GOES OUT . BUT If
he CLOSES Outlook after he puts the email in any subfolder that he has
created and then opens Outlook again a bit later and goes to the subfolder
to the email that he would like to answer and goes through the process of
Reply and Send then the email gets stuck in the Outbox. Each and every
time did this and was able to replicate. BUT here is the nice part. It
does not happen when you do not have the SP1 installed. Installed SP1 and
this issue works again as described above. What I also found is that if I
move the message out of the subfolder to the Inbox this issue will not
happen after Outlook was closed.
All 3 of my systems reported as same
