Why can't I see the Work Offline command in the File Menu?

Why can't I see the Work Offline command in the File Menu? I am having
difficulty viewing my mail offline. Also, I cannot right click on the Status
Bar in Outlook.
 
Assuming you are using Outlook 2003, what wording is in the lower right of
the status bar? (Online, Offline, Connected, Disconnected, nada damn
thing...)
