Why can't I see properties for any subfolders?

I have a HP Pavilion laptop that has XP Home which I
upgraded to SP Pro. I reinstalled about 2 weeks ago and I
don't know if this has been the case all along, but I
cannot see any information about folders.

If I right click on the c drive (only volume I have) I can
view/set permissions, and if I do the same for individual
files I can also view/set permissions. But with any
subfolder, I have all the options I should have when I
right click, but they do nothing. This results in not
being able to check let alone set permissions. I cannot
install software becasue the installer doesn't have the
appropriate permissions.
 
If you have Internet Information Services installed, remove then reinstall it from Add/Remove Programs, Windows Components.
 
WOW! that was kinda freaky! All these properties windows
started opening as soon as I started to uninstall IIS,
(obviously all hte ones I had been trying to access
before).

I don't think this is going to work. As I stated I can't
add or remove any programs. I don't get any error or maybe
just "install unsuccessful". It got to three bars (10%ish)
pretty fast and has been hung there for about 15 minutes
so far.

It's now been an hour and still at three bars, Task
Manager reports "Windows Component Wizard" is "running".

All I can tell you, James is to let it run, or to end the Task. Then reinstall IIS.
