Why can't I run any setup programs?

I have a new laptop with XP home edition. I can't seem
to run any setup programs. I tried running it from the
CD, then thought maybe something was wrong with the
device, so I connected to the web, downloaded what I need
and it still won't run the setup. Am I forgetting a
configuration setting somewhere?
 
Many programs cannot be installed unless you are logged in
as the Administrator.

OK, I downloaded the Enable Administrator script you
suggested, and now I can log in as Administrator, but it
still doesn't work. I also can't see any of the rights
or other settings for the Administrator account that I
can see for other accounts. If it makes any difference,
the account that was logged in when I tried running the
setup file is has Administrator rights too. Any other
suggestions?

How are you trying to install? The best way to install for
XP is through add/remove programs. If an app tries to
autorun when using a cd, cancel it and add the app through
add/remove programs.
