Why can't I logon to receive email?

I'm migrating to a new computer using WinXP for the first time. I've been
using outlook express on WinME machine, but decided to switch to outlook to
make use of some of the additional features. I went through the setup
procedure entering my user name and passwords (the same as on my ME machine)
and then tried the test from the setup wizard. Outlook succeeded in sending
the test message, but when it attempted to logon to my ISP's server it
returned a message indicteing that my server had rejected my user name and
password combination. There was an additional message returned by the server
stating that it had experienced an internal error during the logon process.
The people at my ISP indicate there is no problem with the server nor with my
account.

I've repeated this process several times with identical results. As you can
see, I am able to logon the internet to send this message.
 
Do you have Zone Alarm or anything like that? Do you have more than one
email address? If yes try that one too, and if you still get an error,
remove the profile and recreate it, lets see what happens then...

Try using Outlook to import the account settings from Outlook Express Click
File>Import and Export>Import Internet Mail Account Settings

Only one address.
Removed and recreated. Got same result.
On my ME system using Outlook Express, I don't perceive that OE logs on
twice (i.e., once to send, and the second time to receive), but that may
happen in the background. Could that be a problem?
By the way, I originally attempted to import my ME OE settings to OE on the
XP machine, but had the same failure as I have described for Outlook.

What version of Outlook do you have? Could you turn on diagnostic logging
(see http://support.microsoft.com/default.aspx?scid=kb;en-us;Q300479) and
post the OPMLog.log file after trying to log on?
