Why can't I find Out-of-office Asst under "Tools" in MS Outlook 20

I need to use Out-of-Office Asst in MS Outlook 2002. Help says go to "Tools"
then select "Out-of-Office Assistant". But there's none at all.

I also have an issue with a missing OOF. I am connected to an Exchange
server and the OOF component is still missing. I am running Office 2000 and
WinXP. Are there known bugs with this combination?
