Why can't I change a cell's properties?

I'm going nuts! While I've worked extensively with older FP versions, this new one is not behaving as expected.

I'm trying to modify a page created wth heaven only knows what software. For the life of me, I cannot change cell properties. There's no style sheet attached so I'm stuck. Can anyone make any suggestions of why after I click "okay," it goes back to the same height and width settings it had before, nor can I actually get the text to center vertically?

Also, make sure you have the compatibility under Tools | Page Compatibility
to IE only. It could be that the cell properties you want aren't supported
in Navigator. The default FP setting for compatibility is to support IE and
Navigator so that could be it.
