Why are .doc attachments showing up read-only?

I have a user who just started using Outlook 2003. For some strange reason
any .doc she receives as an attachment shows it is read-only.
Is there a setting somewhere that I can turn off?

Open the message first and then open the attachment instead of directly from
the Reading Pane. Note that when you save the file it will be stored in a
temp folder. You're better of with Read Only as when you then save the file
it will prompt you for a proper location out of the temp folder.
