Why am I unable to obtain a stable connection when I try to bring.

I have windows xp and high speed netzero. I have set up outlook to send
emails and everything works fine on netzero's end also but when I click on
outlook express I keep getting my isp cut-off and error 20 appears and says
that it was unable to obtain stable connection? I guess it really doesn't
matter cause I use outlook but I was always able to use outlook express
before. I had netzero, then switched to netscape and then back to netzero
with high speed acceleration. Now I cannot get to outlook express, and when
I do the line gets terminated shortly and the same error comes up which I
looked up but cannot seem to find an answer.
