Who or what's responsible for cleaning "Local Settings\Temp"?

There's an awful lot of stuff in there. Who or what is supposed to get rid
of it?

I'm ->assuming that because the directory is called "Temp", the stuff can
be gotten rid of, but I don't recall ever having been given this
house cleaning assignment.

Start --> Help & Support --> Disk Cleanup
and/or
Start --> All Programs --> Accessories --> System Tools --> Disk Cleanup

Thanks. That took care of a fair bit of it, but it's still a bit ...
untidy.

Assuming that there's nothing going on ->right now, is it safe to say that
anything in the ...\Temp directory is fair game to be deleted?

If it's in use, you won't be able to delete it. So, delete away.

Sometimes you will find that a software install or patch or upgrade creates
and/or puts stuff in the TEMP or TMP folder and fails to delete same when
the task is done. Your housekeeping task is to proceed with the
install/patch/upgrade and reboot. Once you've confirmed everything works as
expected navigate to the TEMP/TMP folder and delete everything you can.
 
Just be forewarned, some installers also put their "installation.log" in
there also, which is required when "uninstalling" the software, either using
the programs uninstall option, or via the Add/Remove Software component of
Control Panel. Not to worry though, usually reinstalling the software upon
itself, then an uninstall will allow the removal of the software.
