Who can anybody tell me How to do this Project?

I have Problem to do project
Describe:
It need to watch Sqlserver Database table data.when have data change ,then
send mail to that member.I need windows service to do it.


Problem:

but i dont know Create one file windows service or two files (windows
service file and send mail file)
 
Im scared.
The mail address points to Asus.
Maybe this is why I cannot get a reliable version of Asus Probe or a decent
response as to why I cant get the aforementioned.
