which undelete software does not require admin privilleges?

On W98 you never need admin privileges. When you mean a W2000 or XP system,
then you need admin privileges anyway to undelete a file without using the
recylcle bin. So why bother about installation privileges?
 
How critical is the data you wish to undelete? If it is critical, you should
immediately stop using the system that has lost files. My usual instruction
is to pull the plug, don't even run Shutdown. *Any* activity on the system
risks overwriting the data that is lost. The disk should then be put into an
machine with an operating system, preferably not Win2K/XP/Vista, which
automatically write to any partition they see, and then use decent recovery
software. My preference is R-Studio, from www.r-tt.com.

What makes you think anything requiring such low-level access to the
filesystem is going to need anything other than Administrator privs? You
should talk to your administrator about this problem directly as they'll
ultimately have to solve this problem for you.
