Whered task manager go?

A few months ago i was online and clicked on a picture in google and it took
me to a website that (long story short) gave me a virus (DESPITE having
adaware AND norton installed and running at the time.......grrrr) ever since
then i have been unable to open up task manager at all. it says its been
disabled by the administrator....but im the admin! how do i get it back?!
