Where to get MingLiU-ExtB ?

Hello.
Where do I get the following fonts ? I didn't find it on
microsoft.com.

MingLiU-ExtB (細明體-ExtB), PMingLiU-ExtB (新細明體-ExtB) - distributed with
PMingLiU Update Pack (新細明體更新套件)
Running WinXP Pro Japanese.

Usually, you get a needed font by going to a page that uses it, and has
available the right font file for the browser to autodownload. The download
is a setting in IE, tools menu, Options, Security tab, "Custom Level" button,
downloads area, "Font Downloads" , dot the "Enable" radio button.

It is a nice explanation - thank you. But actually, that doesn't help.
I am sure such sites are very rare (0 ?) as these fonts contain
characters which cannot be displayed by UTF-8.
But I need them for writing text documents. Extension B is a unicode
extension which adds a number of characters not found in UTF-8. So,
any font with such an extension would be OK. MingLiu is not absolutely
required.

Are you sure about this? My research strongly suggests that the "Fonts
Download" option has to do with embedded fonts created using WEFT, which
is a technology that is rarely used and which would certainly not result
in the downloading of a conventional font file such as a TTF file.
