Where is Windows Sound.wav

Hi

I'm working on a friend's computer and in the new file menu , (right click
on desktop) , there is no Windows Sound.wav entry

I guess that is what it is called as we live in France and everything is in
French

It is the file that allows you to record for up to 60 seconds.

Where is the template that creates the .wav file and how do I get it into
the menu?
