It's not available to the public yet. It was made available to OEMs
and ßeta testers yesterday and will start being available via
Automatic Updates on Tuesday, 10 Aug 2004 and later in the week via
normal download channels. Beware of sites proclaiming to have the RTM
build, many have been burned by similar claims in the past. You WANT
to DL this from a MS-approved site only.

SP2 is not publicly available.
Various Microsoft partners as well as MSDN now have access.
anywhere from a few days to a few weeks until SP2 is available to the
public.
 
Quoted in the local press:

Customers who receive automatic updates from Microsoft will begin getting
Service Pack 2 within a few days, company spokesman Matt Pilla said today.
About 100 million customers are expected to receive the automatic updates
over the next two months.

Service Pack 2 should be available on compact disk and at
http://windowsupdate.microsoft.com by the end of the month.

The amount of time it takes for the automatic updates to download will
depend on the speed of the user's connection, on average, it should take
about 60 to 90 minutes for users with a broadband connection to download the
upgrade.

It could take users with a dialup connection a few days, depending on how
much time they spend online.


My recommendation: Order the CD from Microsoft or wait until it's available
