Where is the 'startup tab'?

I have installed a tool called 'The Ultimate Troubleshooter'. It indicates
there are several processes starting at boot time that aren't needed or,
worse, need to be removed from the 'startup' tab. I have looked all over
this bloody machine trying to find this tab, or I expect it is a file. Could
any of you please point me in the right direction? I have discovered that
the Ultimate Troubleshooter's Help is non-existant.
 
I meant to add the data from Ultimate Troubleshooter that prompted this
question.

Although great in theory, on some PCs we have found that shenever IGFXTRAY
and HKCMD are running, Windows Explorer is prone to hanging and showing as
“not responding†in the Task List. Our recommendation, therefore, is that
you should not have this tray icon running, and that you should also not use
the hotkey facilitythat comes with it. Disable both IGFXTRAY and HKCMD on
the Startups tab.
 
go to start, click run, type msconfig
you will get
system configuration utility window
there u can find startup tab

I suspect you (or they) are referring to the System Configuration Utility.
Go to Help and Support, Use Tools...., System Configuration Utility (on the
left), Startup tab
