Where is the office tool bar?

Hi, Just installed Office 2003, but cannot find the short cut tool bar I
used to in Office 2000.
 
Right click on an unused area of the tool bar. Click on the tool bar(s) that
you want to see.
 
The bottom line is that there is not any way to get the OSB back in Office
2003. There are articles that address this issue, such as "What?? No Office
Shortcut Bar for Office 2003??" at

I think it's gone from O2K3. Or at least not installed by default.
