Where is the Entire Network icon?

This is so fustrating. Sometimes when I open up Windows Explorer I cannot
expand My Network Places. Pressing F5 does nothing. I have to right click
on My Network Places, click explore and it opens up a new explorer session
with My Network Places expanded.

Previous answers by MVP's to this issue asked how Windows Explorer is being
launched. Why should this matter?

So, does Microsoft say this is "working as intended?'

Right-click My Computer, select Explore. My Network Places\Entire
Network is in the root of Desktop. If you launch an Explorer window
with common tasks in the left pane, you will not be able to see Desktop
unless you select the Folders icon. With Common Tasks in the left pane,
youcan also click the Up Folder icon (open folder with the up arrow)
enough times to view Desktop.
