Where is my XP HOME SP2 Pop up blocker?

I am trying to fix a friend's machine that has XP HOME (OEM) SP2.
The Internet Explorer tools menu does not have 'pop-up blocker'. My
PRO version on another machine does not have it either. What am I
missing?

I need it since she has pop ads you know where.
