There was a cool feature to send contacts to another user automatically.
(This is non-Exchange Outlook)
Computer 01 Outlook 2K -> POP3 -> ISP -> POP3 -> Outlook 2K Computer 2

I upgrade both Computers from Office 2000 to Office 2003 and now lost the
option to send contacts from computer 01 to computer 02?

1st - Is there a way to get that back or is there an option in Office 2003?
Or third party program to send contacts, calendars information automatically
to the other Outlook 2003 without Exchange Server?

Outlook never had any such feature.
Explain more accurately to what you are referring. You description leaves a
great deal of room for guessing.

Good one.
I would never have translated that line into "Net Folders." Of course Net
Folders was very forgettable.

I guess it was called Net Folders - It was nice because the two people whom
used it are in different Cities. One person bought a Smart PDA and had to
upgrade to a newer version of Outlook, which of course knock it out.

I suspect you're talking about the Net Folders sharing feature which was so
unreliable that most of us were happy to see it disappear in Outlook 2002.
See http://office.microsoft.com/en-us/assistance/HA011477571033.aspx for an
article by Outlook MVP Eric Legault on various ways to share Outlook data.
YOu'll also find a list of third-party sharing tools and other information
at http://www.slipstick.com/outlook/share.htm.
