Where has the pop-up list gone?

At this moment, when I right click the item in my start list including
those items in the sub-lists, I could not see a pop-up list. I can see
a flash of the pop-up list on my screen,
What I did: I change the Windows property to best performance instead
of best appearance. Since then I could not see the pop-up list. Days
ago, I changed it back in order to use the list. But I could not work.
Can anybody help me? Thx

See if this helps.

Go to Control Panel and double click Taskbar and Start Menu.
Click on the Start Menu tab.
Click on the Customize button.
For the XP style Start menu, click on the Advanced tab.
In the Start menu items box, make sure "Enable dragging and
dropping" is checked.
Click OK twice.
For the Classic Start Menu, look in the "Advanced Start menu
options" box and make sure "Enable dragging and dropping" is
checked.
Click OK twice.
