Where has Domain Security Policy gone?

Suddenly, I cannot access the Domain Security Policy when I click the entry
in the Administrative Tools menu on the PDC. The warning message I get is
precisely the same as the one you get when you delete a normal GPO from
sysvol and try to access it through the AD MMC. How will I be able to change
the domain minimum password length without reinstalling the entire AD?
Please help!

Could be a permissions problem. Are you logged on with the right user?

Failing that, did anything else change?

Nothing else serious changed. Had to reconfigure some GPO's though. It
definitely shouldn't be a permissions issue as I can elevate a user to
Enterprise Admin, Schema Admin, etc. and the results are the same.
