Where can I put the ftp command?

Hi,
I see the following command in a web, but I don't know where in my
windowsxp computer to type this command.

$ ftp ftp.cs.columbia.edu
Connected to ftp.cs.columbia.edu (128.59.16.72).

Name (ftp.cs.columbia.edu:hgs): anonymous
331 Anonymous login ok, send your complete email address as your

Type it on a command console ("DOS box"). (Start|All
Programs|Accessories|Command Prompt)
