It has been released to OEM's like Dell, HP, etc. It is slated to be
available to end users (retail) at the end of January, 2007.

Vista will be publicly available January 30. It was released to
manufacturing on November 8 and will appear on MSDN subscriber downloads
next Friday, November 17th.

I guess you would have to define "unstable" but if I had a system that
didn't work well with XP I sure don't think I would hope that a new OS would
solve the problem.
