When to Power On External Drive?

Aloha all. I just bought an external 250GB USB2 drive off EBay. Works great,
but I'm wondering if there is a best way to power it up and plug it in (I
choose not to leave it installed all the time). Right now I power on, then
plug in the USB. Seems to work fine. Or might it be better to plu in first,
then power on? Both seem to work fine.
Just wondering...
