When Outlook leaves downloaded messages on server, how to avoid r.

I am using Outlook as my primary e-mail program, but check POP e-mails from
multiple accounts. On some of these, I need to download the e-mails but
leave them on the server for others to see. But every time I check e-mail, I
get another duplicate copy of these messages I have already seen. I never
had this problem when i used Eudora, and I don't recall having it when I used
an earlier version of Outlook (or maybe Outlook Express).

Is there a way to tell Outlook "never download a message that's already been
downloaded"?

That's the way Outlook is designed to work, you don't have to tell it.
What version of Outlook do you have? What sort of mail account(s)? Are
you running any anti-virus software that is set to scan your email? (If
so, start by turning off the email scanning.)

This problem has partially resolved itself, but still persists to a lesser
degree. It may have something to do with some of the "rules" I apply to
incoming e-mails.
That's the way Outlook is designed to work, you don't have to tell it.

About 9 different POP accounts.

I have Norton Anti-Virus and also Security Manager. I don't think these are
related to the problem.

The problem occurs on those accounts where I have specified to leave the
message on the server. All messages that come through these accounts get
transferred to specific folders by Rules I have set up. The hypothesis I'm
working on has to do with a cryptic Rules condition "on this machine only".
What does that mean? Is it possible that some setting of this rule prevents
Outlook from knowing not to download the same message again?

I made some (random) changes to my Rules, and now the problem occurs only
with a few dozen messages each time, rather than the hundreds it used to.
Anyhow, if you have any further insight I would appreciate it. Thanks!

On any rule that moves or copies items to a folder, you probably want to
include the "stop processing rules" action.
