when I click To in email it doesn't go to my contacts

I've just installed Office 2003
When trying to send an email, after clicking To... all I get is a box that
say Select Names but it will not allow me to go to message recipients noe
does it come up with a comnplete list of my contacts emails for me to choose
from.
What am I doing wrong it never used to do this

Enable the Outlook Address Book. Right-click Contacts, choose Properties,
click the Outlook Address Book tab and check the "Show this folder and an
e-mail Address Book" box. If that box is grayed out, click Tools>E-mail
Accounts>Add a new directory or address book>Next. Select Additiona Address
Books and click Next. Select Outlook Address Booka dn click Next, then
Finish. Now go and enable the address book as I already described.
