when dragging a window it follows itself

hope somebody can help...when i click and drag a window and move it the
window, there are multiple windows following it, also when I am on the
internet and scrolling up or down the page looks like waves, that is the only
way I can explain it.

How much real memory (system RAM) do you have? How many processes do you
have loaded that are eating up your real memory? What video card do you
have? Sounds like you have something that is running at high priority so it
gets more CPU cycles than anything else, you are running low on real memory
and having to swap pages in and out of virtual memory (on the slow hard
drive), or your video card cannot handle the high resolution you are using.
