When a Public Folder/Item is deleted where does it go?

We are creating a Public Folder for each department in the company and have
some concerns.
(1) When a user deletes a folder or item in folder where does it go?
(2) Can it be restored?
(3) How can we backup PFs to protect when users accidently delete folders or
items.
(4) WI would like to do a regular scheduled PF backup without operator
intervention.

It goes away.
(2) Can it be restored?

Only if you have enabled deleted item retention on the public store (which
you should, as well as the private store) and try to recover it within the
timeframe specified. See http://support.microsoft.com/?kbid=886205 for info
on how to recover items that bypass the deleted items folder in outlook.

Or if you do brick-level backups of Exchange using third party software (and
note that this should be done only if you are *also* getting a successful
online backup of your stores).

They're included in your online Exchange backup.
(4) WI would like to do a regular scheduled PF backup without operator
intervention.

Do online backups of Exchange every night. Enable DIR if you haven't
already. Train your users to be careful. Or don't grant them anything but
reviewer rights to items that aren't their own, etc...the permissions you
can set are pretty granular.

Note for future reference - this isn't an Outlook question per se - I
suggest you post future Exchange related questions to the Exchange
newsgroups. Microsoft.public.exchange is a good one to start with. And
mention more info, such as your version of Exchange, etc...
