In a message under Options, there is a section of Delivery Options. One of
the delivery options is labled "Expires After: " followed by a check box, a
date field and a time field. What is the purpose and functionality of this
option?

The purpose of the Expiry Date is to delete the email from the recipient's
Inbox for them, in case they forget.

An example could be sending out a general email to people in the office
about a Morning Tea at 10am. If the email expires after Today 1pm, it will
delete the email from their Inbox at the designated time if they have not yet
deleted it themselves, thus clearing out their Inbox.

I tried sending myself a message with an expiration. A banner at the top of
the message indicated that it had expired at the appropriate time but the
message is still in my Inbox. Is that because I sent it to myself?

UPDATE on the test. The message is still in my Inbox but has a strike-through
line across the sender name and across the date and time. The banner
indicating the message has expired is still there. Is there a rule or
something I need to do to make it delete from the Inbox automatically once
the message has expired? This woud be an awesome tool for those "everyone"
messages about cleaning the refrigerator in the breakroom or telling us there
is a blue car in the parking lot with the lights left on.

It isn't because you sent it to yourself, but because you read the message.
It will only be deleted from the client if the message has not been read yet
(I'm about 80% sure that marking it as Unread after reading it doesn't
count. It should have never been read.).
