What would cause a delay between email notification and receiving.

When my email "dings" that I have a new message, the message doesn't always
appear. Sometimes it will be several minutes when I look back and see that
it has shown up.

Anti-virus scanning of e-mail, especially if it operates as a plug-in to
Outlook.

LOTS of rules. The new message alert triggers when the message gets
received, then the rules get exercised against it. Lots of rules means
more time to process them all. You might want to check if some of them
should be changed in their order and include the stop-clause (so
subsequent and inconsequential rules aren't exercised against the same
message).
