There are a number of good ones and which is best for you depends on
your needs and preferences.

I like Adobe's PhotoAlbum. I believe you can still download a trial
copy of the current version from their web site.

As Steve suggests, DBPix is an awesome ActiveX control for storing pictures
within Access without undue amounts of bloat. It will also store files
outside of Access and allow links to them.
