What to use for creating DVDs?

I've tried InterVideo WinDVD Creator and NeroVision Express. Both of
these programs take hours (of which completely ties of the machine) and
then sometimes fail after hogging the machine for most of the day. I'm
creating a new DVD from an existing DVD.

Does any one have suggestions on a reliable DVD creation program that
doesn't take so long?

The amount of time it takes to copy a DVD has as much to do with the system
you are using as it does the software. Processor speed, amount of memory,
DVD RW speed, other running processes, etc. will affect what you can do and
how fast. I haven't found Nero to be slow. Personally, I use CloneDVD2 (with
AnyDVD). For editing home video and burning, I use Movie Factory 4.

I didn't realize that a DVD could be dumped into a folder and run in
WMP just like a regular DVD. I may just start storing them in folders
on my NAS since I don't actually need portability. If I do, at some
point, maybe a large USB key or something would work.

Some DVDs are 7gigs or so but the blanks only hold 4.7gigs. How are
they getting 4.7+gigs onto a single layer DVD?

They are designed to hold 4.7 GB. Optical technology has progressed
significantly since CD standards were laid down nearly a quarter-century
ago.

You can buy dual-layer blanks too. They generally cost more than 2x a
4.7 blank, but the convenience is worth it.
