What sets a comp's number?

You know how when one posts to a message board or other type of forum, sends
an e-mail, etc., there's that number hidden somewhere in the info that tells
if a posting/e-mail came from the same computer, even if one has their HD
wiped, another operating system installed (WinXP Home to Win XP Pro in my
case), signs in and or posts under a different name? What determines that
number? Can it be changed? If so, how?

Your paranoia is getting the best of you. There is no such number. I
suggest adding another layer or two to the tinfoil hat...that should
alleviate those spurious thoughts being projected into your mind.

That is called your IP address and has nothing at all to do with your
computer, that's why it doesn't change no matter what you do to your
computer.

First, it is not a "hidden" number. It is quite "public" and available,
like the license plate on your car. Anyone else on the road can plainly see
it, though that doesn't necessarily tell them much about you.

Your ISP has something called a DHCP server. When your Cable/DSL/DialUp
Modem "requests" access to the Internet through your ISP, the DHCP server
issues an IP address. That DHCP server remembers that it gave out that IP
address to a specifiec MAC (or hardware) address. So each time you power up
your Cable/DSL modem, you will likely get the same IP address.

Many cable modems will allow you to view their status and information by
going to the following address:

http://192.168.100.1/

So, no matter what you do to your computer or your internal home network,
web and forum administrators will know when you have returned disguised as
new user "VeryLikableGuy" to pester them further.

Assume that anything you write or do on your pc can be published on the
front page of tomorrows newspaper.
 
What was that command to enter in to locate your current IP address on your
system?

The ip address on your system is probably very different than your routable
public ip address. The command to find the LAN ip address assigned to your
system:

ipconfig

To find your WAN address:

http://www.ipchicken.com/

We had two power outages here and it appears my WAN address has changed.

That is called your IP address and has nothing at all to do with your
computer, that's why it doesn't change no matter what you do to your
computer.

Most peoples IP that are visible to the net DO change - most ISPs give
subscribers a dynamic IP unless they pay for a static one.
