what`s wrong with my windows installer

I want to install applocal.msi, but got the error below.
execmsi.exe runtime error R6016 not enough space for thread data

I searched many on internet,but I can`t solve it until now.

I think I have enough RAM and harddisk space,and there is no virus.

could you give me some idea.
