What Program runs a "tgcmd module" in the c: drive?

What Program runs a "tgcmd module" in the c: drive? I keep getting told by
my firewall that it is blocking the "tgcmd module" from connecting to the
internet because it is on my blocked list but I am not sure if it needs to be
there or not. What is that?? How do I go about to find it?? How do I know
if it is safe?? Any help is appreciated!!! THANKS!!!!!!!!!! Samantha
