What "other program"?

Once a week, I turn the computer completely off, (not
just to Hibernate), and, when I turn it back on, after
the desktop appears, this message pops up in a central
window:

"This action cannot be coompleted because the other
program is busy.

Choose "Switch to" to activate the busy program and
correct the problem."

This has happened from day one -- before and after all
updates and upgrades.

I'm operating a single Gateway computer, not networked to
any other computer, with Windows XP. Before I turn the
computer off, I log-off user and close Outlook Express; I
log-off user and close MSN Explorer; and I usually also
close even Word. So, there are no programs running or
open when I turn the computer off.

So, what is going on, and is there a way for a non-
computer-guru to fix it?
 
They evidently have some programs pre-configured
to start at login, and not correctly for that matter.
This is not really Windows, but possibly those that
installed and configured Windows, where the responsibility
is for this. Perhaps Gateway can help ?

If you run msconfig from the PChealth directory this lets
you examine all programs that start when you log in. There
is some conflict with one or between two of these.
